Promoting Functional Literacy and Skilled Manpower

Education and development are inextricably linked. The objective of eradicating illiteracy, upgrading working knowledge and technical proficiency of working population must be urgently accomplished to promote general welfare of people and to reduce all forms of socioeconomic inequalities.

This task must be undertaken at the same scale and magnitude as the adoption of the approach of Pulse Polio Abhiyan or Swachh Bharat Mission. And, the objective of eradication of illiteracy should be implemented under mission mode so as to ensure that every adult learner is provided on the job education and training for raising productivity linked wages. Investment on functional literacy should accordingly be made by the Central and state governments to cope with the challenge of creating a literate society.

Make it a Success in Five Years
All the schools and teachers should be mandated to identify the eligible children of school going age, who are not attending schools for different reasons. Schools, within the vicinity of one Km, must catch hold of out of school children and bring them back to schools. Such children should be provided full support for learning till the mandatory age of 14 years of schooling. Teachers must play the role of Inspectors in this regard to ensure hundred percent literacy and education for all. It is the children of the poorest of the poor who will be made first generation learners.
